A House of Your Own, Without Interest

Apni Chhat Apna Ghar is the Punjab government’s interest-free housing loan. It is built for a very common family: one that owns a small plot, has owned it for years, yet still cannot raise the money to build on it.

Such a family can borrow up to Rs 1.5 million with no markup at all and repay it in monthly instalments of about Rs 14,000 over seven years.

The programme has been running since August 2024. Applications stay open on a rolling basis, so there is no last date to chase.

It is run by the Punjab Housing and Town Planning Agency (PHATA). Applications are filed online only.

The approved loan is paid through the Bank of Punjab.

Because the loan carries no interest, the amount you repay is the amount you borrowed.

That single fact is what separates this programme from every bank loan in the market, where the markup on a housing loan can quietly add a second house’s worth of cost over the years.

Who Can Apply

  • You must be a resident of Punjab.
  • You must be the sole owner of the plot. It has to stand in your own name.
  • The plot must be within the size limits: no more than five marla in an urban area or ten marla in a rural area.
  • Your family must not already own a completed house.
  • The scheme is aimed at low-income households. Poverty data from PSER and NSER records is used in the selection process.

Read the plot conditions twice before you apply. Most refusals in this programme are not about income at all.

They are about ownership and size: a jointly owned plot, a plot a little over the marla limit, a family that already has a built house in its name.

How to Apply — Online Only

1

Create your account

Open the official portal (the link is at the end of this page) and create your account with your CNIC and mobile number.

2

Fill and submit

Fill in your personal details and your plot details, check them once and submit the form. There is no fee and no agent in this step.

3

Verification, then payment

Your CNIC and your plot ownership record are checked during verification. The approved loan is paid through the Bank of Punjab.

Documents to Keep Ready

  • Your CNIC.
  • Your plot ownership record (the fard), showing the plot in your own name.
  • A mobile number, for the account and for messages about your application.

Both the CNIC and the fard are checked during verification, so an out-of-date or mismatched record is the commonest cause of delay. If your plot record does not yet show your name correctly, have it corrected at the revenue office before you apply, not after.

Two Things That Strengthen Your Case

Be Registered in PSER

Free — five minutes to check

Selection uses PSER and NSER poverty data. If your household is not in the Punjab Socio-Economic Registry, your record cannot speak for you.

Check your registration by SMS before you apply.

Weak Roof Instead? Mehfooz Chhat

Up to Rs 1 Million

If you already have a house but its roof is unsafe, the sister programme on the same portal lends up to Rs 500,000 for roof repair and up to Rs 1 million for an extra storey, also interest-free.

The Programme So Far

The response has been very large. Registrations crossed 1.88 million in the programme’s first eighteen months, with more than Rs 164 billion disbursed.

In October 2026 the Punjab cabinet approved a further Rs 60 billion for 40,000 more loans. Grand Lines reported 128,718 houses completed under the programme in its latest coverage.

The scheme has also received the UN-Habitat Scroll of Honour.

Four Mistakes That Cost Applicants

Paying an agent. The application is free and it is filed online.

Agents have no role in selection.

Money paid to an agent buys nothing.

Applying on a plot that is not solely yours. Joint ownership fails the sole-owner condition at verification, however strong the rest of the case is.

Ignoring the marla limit. Five marla urban and ten marla rural are hard limits.

A bigger plot does not become eligible by asking.

Applying while the family owns a completed house. That single fact ends the application.

It is checked against records.

For Faisalabad Readers

The same rules apply in Faisalabad district: the plot must be in your own name and within the marla limits, wherever in Punjab it stands.

Apply from home on the portal and never pay any agent for filing, because the application is free and agents have no role in selection.

Questions People Ask

Is the loan really interest-free?
Yes. The markup is zero. You repay the amount you borrowed, in monthly instalments over seven years — about Rs 14,000 a month for the full Rs 1.5 million.
My plot is six marla in a city. Can I apply?
No. The urban limit is five marla and it is a hard condition. In a rural area the limit is ten marla.
I do not own any plot. Is there anything for me?
This loan is for families who own a small plot and cannot afford to build. If you already have a house with an unsafe roof, look at the Mehfooz Chhat guide linked above instead.
How are applicants selected?
Applications are verified against official records — your CNIC, your plot record and the poverty data held in PSER and NSER. Low-income households are the programme’s target.
Is there a last date?
No. Applications stay open on a rolling basis. Apply when your documents are ready rather than rushing with an incomplete record.
Where do I get help?
Call the programme helpline 0800-09100. Use only the official portal for the application itself.

  • 4 November 2026: Loans under Apni Chhat Apna Ghar have crossed 225,000. Chief Minister Maryam Nawaz expressed pleasure at the completion of her target. She marked the milestone at Hasan Abdal with the symbolic inauguration of a house built under the scheme for retired Hawaldar Aitbar Shah. He told her he had owned a plot and waited for help from above; a loan of Rs 1.5 million under the scheme built his house. The Chief Minister presented gifts to the family. At her own request she was served their simple meal of bhindi and dal, which she ate with relish and praised. The family grew emotional while thanking her.
