Support That Arrives Every Quarter
The Himmat Card is the Punjab government’s quarterly cash support for persons with disabilities who cannot work. Every approved person receives Rs 10,500 every three months through a Bank of Punjab ATM card.
About 65,000 people were paid in the first two phases. A third phase added 35,000 more.
The programme is moving towards 100,000 card holders.
The payment is deliberately simple. There is no monthly queue and no middleman.
The money is loaded onto the cardholder’s own Bank of Punjab ATM card every quarter and can be drawn at an ATM like any other card balance.
Registration and the card itself are free at every step, so anyone who asks you for a fee in this programme is not an official.
The card is tightly targeted by design. It is not a general disability allowance; it is meant for the person whose disability leaves them unable to earn.
Three tests do that filtering: certification by the Social Welfare Department, an assessment that records the person as not fit for work and a household poverty score (PMT) of 45 or below.
The household record in the PSER registry sits behind the poverty score, so keeping that record current matters as much as the application itself.

Who Can Apply
- You must be a person with a disability living in Punjab.
- Your disability must be certified by the Social Welfare Department.
- The official assessment must record you as not fit for work.
- Your household poverty score (PMT) must be 45 or below.
- You must not be in employment.
- You must not already be receiving BISP, Zakat or PSPA support.
Read those six lines twice before you apply. Most failed applications in this programme fail on records, not on merit: a disability certificate that was never issued, a household record that has not been updated, a poverty score that no longer reflects the household.
All three can be put right before applying. None of them can be fixed at the counter on the day.
How to Apply — Three Steps
Get certified
If you already hold a disability certificate, keep it ready. If you do not, visit your District Social Welfare Office.
The office guides you through the medical board assessment that issues the certificate.
Register your record
Register and verify your record on the DPMIS portal at dpmis.punjab.gov.pk, or at the district office in person. Make sure your household’s PSER record is complete before this step.
Receive the card
After approval the Bank of Punjab issues your ATM card. The quarterly payment of Rs 10,500 is loaded onto the card every three months.
What to Keep Ready
- Your original CNIC — it is checked at every stage of verification.
- Your disability certificate issued after the Social Welfare assessment.
- Your household’s PSER record, completed and current — the poverty score is read from it.
- Any registration reference from the DPMIS portal or the district office, kept safe until the card is issued.
Two More Punjab Schemes Worth Knowing
PSER Registration
The Punjab Socio-Economic Registry is the data base behind most Punjab welfare schemes. A household that is registered and verified in PSER is easier to select for support programmes across the province.
Read the PSER guideApni Chhat Apna Ghar
An interest-free loan to build a house on your own plot, repaid in monthly instalments over seven years. Many Himmat Card families also qualify on the plot and income conditions.
Read the housing guideHow the Payment Works
The payment runs on a three-month cycle. Rs 10,500 lands on the card each quarter, which makes Rs 42,000 across a full year.
Once loaded, it is the cardholder’s own money: the card works like any Bank of Punjab ATM card and no official or agent takes a share of the payment.
The programme has grown in phases. About 65,000 people were paid across the first two phases and a third phase added 35,000 more, taking the programme towards 100,000 card holders.
Registration stays open with no last date, so an eligible person who is not yet registered has not missed a deadline.
The conditions do not fall away after the card is issued. A holder who takes up employment or starts receiving BISP, Zakat or PSPA support no longer matches the conditions the card was issued under.
Keep your record honest and updated, because the same record is read again in every phase.
Mistakes That Kill Applications
Read this before you apply:
- Paying an agent. Registration, certification guidance and the card are all free. Anyone charging a fee in this programme is running a fraud.
- Applying without a disability certificate. Certification comes first. Without it there is nothing to verify and the application cannot move.
- An old PSER household record. The poverty score is read from the household record. If the record is incomplete or years old, complete the PSER registration first.
- Already taking BISP, Zakat or PSPA support. The card does not run alongside those programmes. Applying while on one of them fails the stated conditions.
- Handing your card or PIN to someone else. The card is personal and the payment belongs to the cardholder. Draw the money yourself or with a family member you trust.
For Faisalabad Readers
Faisalabad applicants register through the District Social Welfare Office or the DPMIS portal from home. For a first-time disability certificate, the district office is also the starting point, because it routes you to the medical board assessment.
Keep the disability certificate and CNIC together before you apply, because both are checked at verification. Registration and the card are free at every step.
