FAISALABAD: Nearly one in every two private housing schemes in Faisalabad lacks approval, with 367 of the 794 schemes on its books classified as illegal, the Faisalabad Development Authority’s own register shows.

The register, accessed on Oct 31, 2026, lists 794 private housing schemes. Of these, 199 stand approved, 367 are classified as illegal and 228 remain under process.
In a public notice, the authority states that every private housing scheme not yet approved by it is illegal. Schemes still under process are also not legal, it adds.
The authority advises buyers to invest or purchase plots only in approved schemes. It warns that electricity, gas and water supply cannot be provided in illegal or under-process schemes.
It also warns buyers to beware of fraudsters. Buyers can check the approval status of any scheme on the authority’s website before investing.
Director General’s statement
In a statement, the authority said it was continuing regular and sustained operations against illegal housing schemes to curb unauthorised development, protect citizens’ investments and ensure compliance with applicable laws and regulations.
Director General Muhammad Asif Chaudhry stated that the authority was pursuing a comprehensive approach to address the issue through enforcement measures and improved regulatory oversight. He emphasised that strict action would continue against those involved in unauthorised development.
Citizens are being advised to verify the legal status and approval of housing schemes before making any investment, he added.
The majority of these schemes were established decades ago, according to official data.
He further stated that the government was considering the formulation of an appropriate mechanism to regulate old housing schemes, subject to applicable laws, prescribed requirements and the fulfilment of necessary conditions.
The proposed approach aims to address long-standing issues in a systematic manner, provide regulatory clarity and safeguard the rights and interests of the public, he said.
The director general reiterated that the authority remained committed to transparent governance, the rule of law and the protection of citizens from fraudulent and unauthorised housing ventures.
He urged the public to exercise due diligence before purchasing plots and to invest only in duly approved housing schemes.
The director general added: “Any housing scheme undergoing the process of fulfilling legal and regulatory requirements shall continue to be classified as illegal until it obtains final approval from the competent authority.”
Such cases may be examined and considered separately on a case-by-case basis, in accordance with the applicable rules and regulations, he said.

The register itself shows how far the problem has spread, with some schemes appearing on it more than once. Each entry is counted separately by the authority.
For buyers, the authority’s own warning sets out what is at stake: money put into an unapproved scheme buys a plot that cannot be provided with electricity, gas or water.
